History
Community Action Partnership, Dickinson-Williston (CAP) is a 501(c) 3 tax-exempt, publicly supported organization. Operations and services area funded primarily with federal funds, a percentage of which are pass-through funds from the State of North Dakota. CAP’s service area includes the following counties: Adams, Billings, Bowman, Divide, Dunn, Golden Valley, Hettinger, McKenzie, Slope, Stark, and Williams. Initially incorporated in 1976, CAP is now one of seven community action agencies in North Dakota.
Passage of the federal Economic Opportunity Act of 1964 and the establishment of the Economic Office of Opportunity officially began the “War on Poverty.” Subsequent passage of the Community Services Act 1974 created the Community Services Administration (CSA), an independent federal agency charged with providing grants and overseeing the activities of community action agencies nationwide. In 1981, the Community Services Block Grant Act was passed, providing States and Federal and State-recognized Indian tribes with funds to provide a range of services to address the needs of low-income individuals to ameliorate the causes and conditions of poverty.
Community Action Partnership continues to fulfill our mission of providing services, education and resources to help individuals and families achieve or maintain self-sufficiency in the hope that the “War on Poverty” will one day be over.
